Honours the DJANGO_SETTINGS_MODULE configuration variable in the debian init.d scripts so that the --settings parameter is appended to any manage.py calls.

Corrects the documentation so that the django manage.py command 'celeryd' (or 'celerybeat') is as an CELERYD_OPT because start-stop-deamon requires an absolute file.
